The balikbayan box rules, in plain English
Section 800(g) of the CMTA, as implemented by Customs Administrative Order 01-2018. These are the numbers the Bureau of Customs actually works to.
That is the total FCA value cap across all your boxes in a year — not per box. Go over it and the excess is dutiable.
Any single shipment above the PHP 10,000 de minimis counts as one availment. Plan the year rather than sending four small boxes.
Non-Resident Filipinos, OFWs, or Resident Filipinos temporarily abroad on a valid visa. Proof of Filipino citizenship is part of the paperwork.
Consanguinity or affinity. Personal and household effects only — no commercial quantities, nothing for sale, barter or hire, no mixed cargo types.

How long does a box take from Kuwait to the Philippines? ▾
Air freight is about 10 days door to door. Express moves on the international express carrier network and follows that carrier's published transit time. We confirm the day count in writing with your quote before anything moves.
Can I send a balikbayan box from Kuwait? ▾
Yes. Under CAO 01-2018, implementing Section 800(g) of the CMTA, Qualified Filipinos While Abroad — Non-Resident Filipinos, OFWs, and Resident Filipinos temporarily abroad on a valid visa — may send personal and household effects duty and tax free, up to PHP 150,000 total FCA value per sender per calendar year, across a maximum of three availments per year.
Who is allowed to receive a balikbayan box? ▾
A family member within the fourth civil degree of consanguinity or affinity. The box must contain personal and household effects only — nothing in commercial quantity, nothing for sale, barter or hire.
What paperwork do I need for a balikbayan box? ▾
An Information Sheet, a photocopy of your passport bio page (or equivalent government ID proving Filipino citizenship), an itemised packing list, and invoices or receipts where you have them. We prepare all of it with you at pickup — an incomplete packing list is the single most common reason a box gets held.
What if my shipment isn't a balikbayan box? ▾
The Philippines applies a de minimis of PHP 10,000 or below (FOB/FCA) under Section 423 of the CMTA, below which no duties or taxes are collected. Above that, personal and household effects not in commercial quantity still qualify for simplified informal entry.
Do you deliver to the province, or only Manila? ▾
