What Sri Lanka Customs actually charges
Sri Lanka publishes two separate thresholds, and a caveat that catches almost everyone. Here it is straight from Sri Lanka Customs.
Bona fide personal items or gifts at or below this value are exempt from Customs Import Duty.
A separate, lower threshold. Between the two figures you are duty-exempt but not VAT-exempt.
PAL, CESS, SSCL and the rest are not covered by either threshold. This is the trap, and it is why a “duty-free” parcel can still arrive with a bill.
The exemptions apply to genuine personal items. Commercial quantities are assessed as imports, and business samples sit under a separate threshold.

How long does a parcel take from Kuwait to Sri Lanka? ▾
Air freight is about 10 days door to door. Express moves on the international express carrier network and follows that carrier's published transit time. We confirm the day count in writing with your quote.
Is there a duty-free allowance for parcels into Sri Lanka? ▾
Sri Lanka Customs exempts bona fide personal items and gifts from Customs Import Duty where the value is LKR 15,000 or below, and from VAT where the value is LKR 10,000 or below. Important: all other levies still apply regardless of value — PAL, CESS and SSCL are not covered by those thresholds. This is the single most common surprise for Sri Lankan consignees, and we tell you about it before you ship.
I work in Kuwait and send money home — does that change my allowance? ▾
It can. Sri Lanka Customs operates a remittance-tiered baggage allowance for residents, and a passenger who has not used the arrival allowance is entitled to use it for unaccompanied personal baggage. If you are planning a move rather than a parcel, tell us and we will look at whether UPB is the better route.
What can't I send to Sri Lanka? ▾
Narcotics, publications derogatory to religions or religious leaders, and pornographic material are prohibited outright. Drones are named by Sri Lanka Customs as requiring an advance licence, as are goods controlled by the Import Control Department, Ministry of Defence, Sri Lanka Standards Institute and the Telecommunication Regulatory Commission.
Do you deliver outside Colombo? ▾
Yes. Our agent on the ground delivers to the address you give us, not to a depot for collection.
